Trump has suspended all U.S. foreign aid programs for three months, - AP
According to Associated Press, it is currently unclear how much aid will initially be affected by the order, as funding for many programs has already been allocated by Congress and must be spent.
The order states that "the foreign aid industry and bureaucracy do not align with American interests and often contradict American values" and "serve to destabilize the world by promoting ideas in foreign countries that are directly opposed to harmonious and stable relations both within and between nations."
In this regard, Trump declared that "no foreign aid from the United States will be distributed in a manner that does not fully align with the foreign policy of the President of the United States."
The directive signed by Trump grants Secretary of State Marco Rubio or his designee the authority to make such decisions, in consultation with the Office of Management and Budget.
Trump has long opposed foreign aid, despite it typically comprising around 1% of the federal budget, except in unusual cases like the billion-dollar arms shipments to Ukraine. Trump has been critical of the amount allocated to Ukraine to bolster its defense against Russia's invasion.
As noted by AP, some of the largest recipients of U.S. aid - Israel ($3.3 billion per year), Egypt ($1.5 billion per year), and Jordan ($1.7 billion per year) - are unlikely to face sharp cuts, as these amounts are included in long-term packages designed for decades ahead and are sometimes governed by contractual obligations.
