The Verkhovna Rada accepted the "Statement on Democracy" for the second time, which includes elections after the war ends.

On its second attempt, the Verkhovna Rada voted in favor of a resolution on democracy, which includes holding elections after the war concludes. Yesterday, on February 24, there were not enough votes to pass the draft titled "Statement of the Verkhovna Rada of Ukraine on Support for Democracy in Ukraine in the Context of Russian Aggression."

This was reported by Member of Parliament Yaroslav Zheleznyak.

On Tuesday, February 25, 268 deputies voted "in favor."

The adopted document includes the following points:

- The Verkhovna Rada emphasizes that it is Vladimir Putin who is responsible for the fact that free, transparent, and democratic elections, with the invitation of international observers recognized by the international community, cannot be organized in Ukraine today.

- The Parliament states that the martial law imposed in Ukraine due to the full-scale invasion by the Russian Federation does not allow elections to be held in accordance with the Constitution of Ukraine. Nevertheless, the Ukrainian people are united in their belief that such elections must take place after the war concludes.

- The Verkhovna Rada, on behalf of the Ukrainian people, declares that Ukraine, as a democratic country, will announce the holding of presidential elections as soon as comprehensive, just, and sustainable peace is ensured on its territory, and will conduct these elections in accordance with all international electoral standards.

- The Verkhovna Rada once again reminds that President of Ukraine Volodymyr Zelensky was elected through free, transparent, and democratic elections. His mandate is not questioned by the Ukrainian people or the Verkhovna Rada of Ukraine.

- The Parliament of Ukraine emphasizes the necessity of adhering to the principle of institutional continuity of power as stipulated by the laws of Ukraine, especially under the legal regime of martial law, and notes that President of Ukraine Volodymyr Zelensky must fulfill his duties until the newly elected President of Ukraine takes office in accordance with the first part of Article 108 of the Constitution of Ukraine.

- The Verkhovna Rada calls on the international community to unite efforts to achieve a common victory, to end the armed aggression of the Russian Federation against Ukraine, and to establish a comprehensive, just, and sustainable peace for Ukraine. Only the establishment of a comprehensive, just, and sustainable peace for Ukraine will allow for the restoration of normal life in the state, an integral part of which will be holding elections in accordance with the Constitution and laws of Ukraine, while respecting all international standards of a legal democratic state.
