The university hospital has commissioned the renovation of the operating room for 51 million UAH.

The repairs will be carried out by the company that secures the largest contracts from the municipal institutions of the Lviv Regional Council.

At the end of December, acting director of the Lviv University Hospital, Tetiana Yavorska, signed an agreement with the company "Zhovkva Construction Firm LTD" for a major renovation to equip an angiographic operating room in the hospital. The contract, valued at 51.3 million UAH, has been published in the electronic procurement system Prozorro.

The construction firm "Zhovkva" was the sole participant in the bidding and reduced the price from the starting amount by only 13,000 UAH. By the end of 2025, the firm is expected to equip the angiographic operating room for vascular diagnostics and surgeries at the University Hospital located at 5 Ohiyenka Street. The renovation is financed from the state budget.

In addition to standard tasks such as wall masonry and plastering, window and door installation, sewerage laying, plumbing and radiator installation, video surveillance, and alarm systems, the contractor is also required to purchase and install:

  • medical equipment (e.g., defibrillator, artificial ventilation machine);
  • furniture (including soft seating and kitchen items);
  • professional coffee machines and household refrigerators;
  • personal computers, etc.

It is worth noting that it was previously reported that the Ministry of Health took the magnetic resonance imaging scanner from the University Hospital. The reason was the lack of a special room for its installation in the hospital.

What is known about the contractor

According to the YouControl service, the construction firm "Zhovkva" has been owned by Oleg Kuzik since late 2022. In 2023, its total revenue amounted to 246 million UAH, of which over 145 million came from participation in state tenders.

However, in 2024, the firm received state contracts worth 550 million UAH, with no other income reported.

One of the largest clients of the "Zhovkva" construction firm is the Lviv Regional Hospital for War Veterans and the Repressed named after Yurii Lypa. From 2022 to 2024, the firm received orders worth over 400 million UAH from this medical facility. In one of the recent tenders, journalists from NGL.Media found inflated prices. They also reported on tender conditions that made it impossible for other participants to join the bidding. Additionally, the hospital's reconstruction in Vynnyky is part of the state program "Big Construction."

Interestingly, alongside "Zhovkva," the company "Ekobudinvest Plus" was awarded contracts for the renovation of the hospital in Vynnyky, which at that time was also owned by Oleg Kuzik. At the end of 2024, the ownership of this firm transferred to a citizen of Uzbekistan, Hasanboy Nurmatov, who re-registered it in Kyiv.

Besides the military hospital in Vynnyky, which is a municipal institution of the Lviv Regional Council, the "Zhovkva" construction firm has also received significant contracts from other municipal institutions of the Lviv Regional Council: the Lviv Regional Oncology Center, the Lviv Regional Perinatal Center, the Lviv Regional Clinical Hospital, and the military Lyceum named after Heroes of Kruty.

Another contract worth nearly 110 million UAH was awarded to the firm by "Lviv Polytechnic." This involves the reconstruction and thermal modernization of one of the university's buildings funded by the European Investment Bank.

37-year-old Oleg Kuzik was also a co-owner of "Budivelna Liha Zakhid" along with Mark Tkach, who manages several companies linked to the construction company "Proud" with Polish investments, which builds residential buildings in Lviv and cottages near Lviv. At the end of last year, both Oleg Kuzik and Mark Tkach exited as founders of this firm. The current owner is Andrii Chernysh, who was also listed as a founder of "Ekobudinvest Plus" before the firm changed ownership.

In 2015, Oleg Kuzik ran for the Lviv City and Regional Councils from the "Power of People" party but was unsuccessful. According to the YouControl service, Oleg Kuzik has repeatedly violated traffic rules, including receiving a fine for damaging property and other vehicles during an accident.
