What changes will occur for conscripts in February: key dates to remember.

In February, certain conscripts may begin to face fines for violating military registration rules, and changes regarding the reservation of conscripted workers in enterprises are also anticipated. ZAXID.NET outlines important dates in February that conscripted Ukrainians should remember.

Military Medical Commission for Limited Fit Individuals

February 4 is the final day for some conscripts to undergo a repeat medical examination. This applies to those who previously held the status of "limited fit" in their military registration documents.

A person who previously had the status of "limited fit" must receive a summons from the Territorial Center for Recruitment and Social Support (TCRC) and appear at their TCRC to obtain a referral for examination and undergo the Military Medical Commission (VLC). In the absence of a summons, individuals have the right, but are not obligated, to contact the TCRC independently for a medical examination.

Those who received a summons but failed to appear at the TCRC or appeared but refused to undergo the medical examination may incur a fine for violating military registration rules.

However, not everyone will be fined, only those who:

  • did not appear for the summons;
  • did not undergo a medical examination after being referred;
  • ignore official summons.

The amount of the fine for violating military registration rules ranges from 17,000 to 25,500 UAH.

Moreover, conscripts who did not receive a summons may also be required to pay a fine. This applies to individuals who have changed their place of residence and have not provided their new contact information to the TCRC, as they will be considered duly notified.

The Ministry of Defense adds that those who received a summons but did not attend the VLC will have the status of "Wanted" in the "Reserve+" application. If a previously limited fit individual did not receive a summons, their status in the application will remain unchanged.

Additionally, those with deferments or reservations whose terms have not yet expired will not be directed for a medical examination (VLC) until the expiration of their previous documents. However, all conscripts are required to undergo VLC once a year.

Expiration of Reservation Status

Conscripts who received reservations until December 1, 2024, when new rules came into effect, will lose their reserved status on February 28. This is stipulated by legislation.

To continue having the ability to reserve conscripted workers, enterprises must confirm their status as critical for the Ukrainian economy by February 28.

Those who confirm their status as a critical enterprise will have the opportunity to re-reserve their employees for another year. Employees of enterprises that cannot confirm their critical status will lose their reserved status and the chance to receive a new reservation.

To maintain the status of a critical enterprise, companies must meet a series of requirements established by the Cabinet of Ministers or additional criteria set by regional military administrations. In total, a company must meet at least three criteria to obtain the status of a critical enterprise.

Two mandatory criteria are as follows:

  • an average salary of at least 20,000 UAH per month;
  • absence of tax and fee arrears.

After February 28, managers of enterprises that retain their critical status will have the opportunity to re-reserve conscripted workers within 72 hours using the "Dii" portal.
