President of Ukraine Volodymyr Zelensky responded to the massive attack. According to him, strikes with Kalibr missiles containing cluster munitions were recorded in several regions, targeting civilian infrastructure.

These cluster munitions significantly complicate the work of our rescuers and energy workers in dealing with the aftermath of the strike, and this is a very insidious escalation of Russian terrorist tactics,” the president noted.

According to the Ministry of Energy, today marked the 11th massive attack this year on civilian energy infrastructure.

Energy workers are working to ensure backup power schemes where possible. They have already begun restoration work where the security situation allows,” the statement reads.

Russian Attack on Ukraine's Energy Sector on November 28

In the early hours of Thursday, November 28, Russian forces launched a massive attack on Ukraine using strike drones, followed by missile strikes. Energy infrastructure facilities were hit. As a result, "Ukrenergo" implemented emergency power outages.

In Lviv region, the enemy hit energy infrastructure facilities, leaving 523,000 subscribers without electricity. In Bukovina, air defense forces shot down one missile, with debris damaging residential buildings. Preliminary reports indicate no casualties.

In the morning of November 28, Russia also attacked critical infrastructure facilities in Prykarpattia. Private houses were damaged in the attack, but there were no casualties. Meanwhile, as a result of damage to a critical infrastructure facility in Rivne, 280,000 consumers were left without electricity and partially without water.

Due to power supply disruptions, "Ukrzaliznytsia" reported delays in train services.

It is noteworthy that the previous massive shelling of the energy sector occurred on Sunday, November 17. On that day, the Russians attacked generation and transmission facilities across Ukraine. Additionally, in the night of Tuesday, November 26, Russian military forces used the largest number of drones since the start of the full-scale war during their attack.
