In the auction for the privatization of the Ivano-Frankivsk boiler-welding plant, LLC "Stroyukom" emerged victorious with a bid of 320 million UAH. The website "Kurs" reported that the company has made the payment for the lot and will soon sign the purchase agreement.
The starting price of the plant was set at 20.4 million UAH during the auction, while the highest bid came from the private enterprise "Vestkhim" from Prykarpattia, amounting to 2.6 billion UAH. However, the company's director, Natalia Pukish, refused to sign the contract, stating that she made a mistake in writing the number due to an air raid alert and misplaced the comma.
The area of the premises of the Ivano-Frankivsk boiler-welding plant put up for auction exceeds 51,000 m², of which nearly 20,000 m² are leased. The plant's territory comprises 24 buildings. Along with the plant, the new owner will acquire two land plots totaling 14.4 thousand hectares. The plant has a debt to the state budget amounting to 18.5 million UAH. The wage arrears stand at 6.9 million UAH.
It is noteworthy that in 2019, "Ukroboronprom" included the Ivano-Frankivsk boiler-welding plant in the list of objects subject to privatization. At that time, the company's debts amounted to 8.8 million UAH. By 2022, the police uncovered officials of the plant who demanded a bribe of 120,000 UAH for the sale of equipment and its removal from the plant's territory.
According to the analytical system YouControl, LLC "Stroyukom" was founded in 2016 in Kramatorsk by entrepreneur Maxim Tereshchenko. The company specializes in construction. Since June 2022, LLC "Stroyukom" has been re-registered in the town of Perechyn in Transcarpathia. Currently, the company is owned by Maxim Tereshchenko and Mykola Kaverzin. The website "Our Money" reported that Maxim Tereshchenko was the director of the construction company "Krammiskbud," which, through the Investment Fund "Ukrmashinvest," belonged to the group of former MP and millionaire Maxim Yefimov. In 2021, the millionaire ranked 51st in Forbes' list of "100 Richest Ukrainians," with a net worth of 205 million dollars. Links between Maxim Tereshchenko and Maxim Yefimov were also noted by "Radio Liberty".
Maxim Yefimov is a minority co-owner of the steel mill "Energomashspetsstal," 92% of which belongs to an offshore company registered in Cyprus, controlled by "Rosatom." The businessman was elected twice to the Kramatorsk City Council and was a member of the "Party of Regions" until 2014. In 2015, Yefimov was elected as a people's deputy as an independent candidate, later joining the "Bloc of Petro Poroshenko."
He was again elected to the Verkhovna Rada in 2019 as an independent, but subsequently joined the "Trust" parliamentary group. Following the full-scale invasion, in May 2022, Yefimov headed the "Reconstruction of Ukraine" parliamentary group, which included former members of the banned pro-Russian party OPZZH. In 2023, the businessman resigned from his deputy powers, explaining that he wanted to focus on work in Kramatorsk.
