In the Ternopil region, the roof of the communal hospital in the village of Husiatyn has been deteriorating for two years due to constant flooding from rainwater and melting snow. As a result of this situation, the entire fourth floor of the medical facility is non-operational. Patients who were previously accommodated there have been transferred to other departments. The village council of Husiatyn informed ZAXID.NET that they initially planned to redesign the roof, but there were insufficient funds for this. Now, in February, they will allocate money for a temporary roof repair.
A video showing water flooding the fourth floor of the Husiatyn communal hospital from the ceiling was shared on Facebook by local resident Mykhailo Novinchuk. He told ZAXID.NET that previously there were wards on the floor where patients from several departments stayed. However, for the past two years, no patients have been admitted here due to ongoing mold on the walls and leaks from the ceiling.
The village council of Husiatyn mentioned to ZAXID.NET that after the video was posted on social media, they will seek funds from the local budget to carry out current roof repairs.
“What can be seen in the video from social media is a real fact, indeed, we have such a situation, and I will not hide it. We are trying to fix this and are looking for money. In 2021, the medical facility was transferred to us after the strengthening of districts and the dissolution of the Husiatyn district council. The hospital consisted of 10 buildings. To avoid spending money on heating all these areas, we optimized the premises and made repairs in some buildings and corridors. The next step was supposed to be a major roof repair,” said Husiatyn village head Stepan Karpo to ZAXID.NET.
The community head added that in 2023, local authorities developed a project for the major repair of the roof over the central building of the medical facility for over 8 million UAH. However, there were not enough funds in the budget to carry out the work.
“Currently, there is a sloped roof that is covered with bitumen, but we planned to make a tent roof to prevent leaks and flooding. However, this project is currently on hold. I believe that at the beginning of February we will carry out current roof repairs. There is already a contractor ready to take this on,” added Stepan Karpo.
According to the official, they spend about 5-6 million UAH from the budget each year on utility services for the clinical hospital. An additional 2-3 million UAH was previously allocated for repairing premises and purchasing necessary medical equipment. The community head could not estimate the cost of the current roof repair. On February 3, the commission of the Husiatyn village council will meet to redistribute funding for the roof repair.
