The Tysmenytsia District Court examined the case of former deputy of the Kolodiivka Village Council, Halyna Grysh, who served as the director of the local culture house and was accused of intentionally failing to publish her income declaration. The court found the defendant not guilty due to insufficient evidence of a criminal offense in her actions.
As stated in the court ruling issued on January 24, Halyna Grysh served as a deputy in the Kolodiivka Village Council from 2015 to 2019. In January 2020, the village council was merged with the Ivano-Frankivsk City Council, and therefore, by April 2021, the accused was required to submit a declaration on the NAPK website upon leaving her position.
During the court hearing, Halyna Grysh admitted her guilt and explained that she did not submit the declaration because no one informed her about it, and there was no computer in the village until 2023. The court noted that, in addition to the declaration upon her dismissal, the former deputy had not submitted any other declarations since 2016, concluding that she had not been made aware of this obligation.
“If, as a result of monitoring, it is established that the declarant has not submitted a declaration, the NAPK shall notify the declarant in writing about the fact of non-submission of the declaration, and the declarant must submit the declaration within ten days from the date of receipt of such notification. However, the prosecutor did not provide any evidence that the accused was informed of the obligation to submit declarations after being granted deputy powers,” states the ruling.
After reviewing all the case materials, Judge Serhiy Kuzmenko acquitted Halyna Grysh due to insufficient evidence of a criminal offense in her actions. Halyna Grysh's declaration for 2020 was published on the NAPK website on November 4, 2024.
