In Bukovina, the reconstruction cost of a boarding school has been inflated by nearly 6 million UAH.

The communal establishment of the Khotyn City Council, "City Development Agency," signed a contract on November 22 with LLC "Mobile Mechanized Column-47" for the reconstruction and re-equipment of the former boarding school located at Andrii Boruli Street, 14 in Khotyn into a dormitory. According to the state procurement system Prozorro, the cost of the work amounts to 40.2 million UAH. The reconstruction is planned to be completed by September 2025. The website NGL.media analyzed the budget and reports that the prices for construction materials and equipment have been inflated by at least 5.7 million UAH.

The budget states that the municipal workers will pay for plastic windows, which cost 5003 UAH per m² at "Epicenter," at a price of 9807 UAH per m². The price for plastic doors has also been inflated – they will be purchased at 12331 UAH per m², while similar doors can be bought at "Epicenter" for 5554 UAH per m². The overpayment for just the windows and doors exceeds one million UAH. Journalists attempted to speak with Victoria Sinkevych, a representative of the Khotyn City Development Agency, but she declined to comment.

LLC "Mobile Mechanized Column-47" won the tender without competition. According to the analytical website YouControl, the company was registered in Khotyn in 2020 and specializes in road and highway construction. The head of LLC "PMC-47" is Yana Antonova, and the owner is Mykhailo Bilyaiev. The tender for the reconstruction of the boarding school in Khotyn is the largest for the company since its inception. Prior to this, the business had received state contracts totaling 19.2 million UAH.

In 2023, the NGL.media website reported on plans to reconstruct the boarding school in Khotyn at inflated prices. The Khotyn City Council planned to accommodate people who had evacuated due to the war in the boarding school. After the intervention of lawyers from Bihus.info, the contract was terminated.
