Booking will be done differently: the Ministry of Economy clarified what will change and who will lose their deferment
The Cabinet of Ministers has clarified the procedure for reserving military conscripts during the state of martial law.
This was reported by the Ministry of Economy of Ukraine.
Starting from December 1, the reservation of military conscripts will once again take place through the "Dія" portal. At the same time, according to new criteria, all critically important enterprises must confirm their status by February 28, 2025.
Last week, the government completed an audit of decisions regarding the identification of critically important enterprises, institutions, and organizations.
As a result of the audit, 95% of all critically important enterprises retained this status; however, the audit revealed the following violations:
Deputy Minister of Economy Vitaliy Kindratov stated that the government was able to identify minor violations and prepare amendments to rectify them. Consequently, the new parameters for reservation and the criticality of enterprises will be clearer and ensure a balance between the country’s defense capabilities and the economy.
"As a result of the audit, enterprises that were found to have abuses lost their critically important status, and the employees of these enterprises were de-reserved. We have also streamlined the approval of sectoral and regional criteria for the criticality of enterprises. Only those who truly contribute to the economy and have a legal right to do so should be reserved," he noted.
The algorithm for recognizing enterprises as critically important remains unchanged. Enterprises still need to apply to the relevant Ministry or OVA to obtain this status.
At the same time, the government has retained eight existing criteria for determining an enterprise as critically important, however, sectoral and regional criteria for criticality will now be agreed upon by the Ministry of Defense and the Ministry of Economy.
For private enterprises, a mandatory criterion has been established - the average salary accrued at the enterprise for the last calendar quarter must be at least 2.5 times the minimum wage, which is 20,000 hryvnias, as of November 15, 2024.
The accrued salary of the reserved employee must also be at least 20,000 hryvnias.
A mandatory criterion for enterprises is also being implemented - the absence of tax payment arrears.
Enterprises wishing to reserve an employee must confirm compliance with the existing and new criteria. They have more than three months to do this - from the publication of the relevant resolution until the end of February 2025.
After confirming the enterprise's criticality, they must submit updated lists of employees for reservation through "Dія." Until the submission of updated lists, all existing reservations remain in effect.
Employee reservations through "Dія" will start on December 1.
The ministry stated that the service will eliminate the human factor and expedite the employee reservation process.
The Ministry of Economy noted that enterprises are prohibited from reserving employees who are not registered for military service or do not have military registration documents.
All decisions regarding the determination of critically important enterprises will be monitored with the possibility of reservation cancellation. This option will be available in "Dія."
Monthly monitoring will be conducted to ensure that enterprises comply with established requirements regarding:
If it is determined that an enterprise does not meet the requirements, a request for explanations will be generated.
In the event of a negative monitoring outcome, the enterprise will lose its critical status.
