The construction of a waste processing plant has resumed in Lviv. All work is expected to be completed by June 2025, while the equipment is scheduled to arrive at the site by the end of February. This was announced by the head of LKP "Green City," Oleksandr Yehorov, during a plenary session on Thursday, December 19.
He noted that the city has finally reached an agreement with the contractor Control Process S.A. and has signed a new contract. The total cost of all equipment to be supplied to the plant is fixed, non-indexable, and amounts to 10 million euros. It is expected to be delivered to the plant by February 28. Currently, the city has received 40% of the equipment. The rest will be transported from Poland and Turkey, and it will be inspected beforehand by members of the city’s relevant commission.
The overall cost of constructing the plant will increase by 5 million UAH due to the indexing of construction work and material costs. According to Oleksandr Yehorov, the EBRD and the Ukrainian government have signed all necessary supporting documents to complete the construction. It is preliminarily expected that the work will be finished by the end of June 2025, with commissioning activities continuing until August. The contractor is anticipated to finish the work sooner.
It is worth noting that the waste processing plant in Lviv is 70% complete. In early September, LKP "Green City" accused the contractor – the Polish company Control Process S.A. – of failing to meet a significant contractual condition. The company was unable to provide an unconditional bank guarantee of 3.6 million euros. ZAXID.NET found that Control Process S.A. has previously faced serious issues while implementing projects in Poland. More details about these incidents can be found in the ZAXID.NET article.
In September, the Lviv District Administrative Court suspended the permit issued by the State Inspection of Architecture and Urban Planning of Ukraine for the construction of the waste processing plant in Lviv. The lawsuit was filed by Lviv City Council member from the "European Solidarity" party, Oleksiy Riznyk, who claims that the construction permit was issued illegally. In November, the same district court revoked its decision.
